Biographical/historical note:
In
May 1968, Edward “Buzz” Palmer and others formed the Afro-American Patrolmen’s
League (AAPL) in response to growing concern over the treatment of African
Americans by and within law enforcement and the lack of protection for the
African American community, as exemplified by the assassinations of African American
leaders Malcom X and Dr. Martin Luther King, Jr. and a 1967 Life magazine cover photo of a
young African American male victim of a shoot-out between civilians and police.
Along with Palmer, founding members included fellow police officers Renault
Robinson, Curtis Cowsen, Willie Ware, Wilbur Crooks,
and Jack Debonnett and a civilian, Tom Mitchell. The
organization’s goal was to foster “a police organization that emphasize[s]
professionalism and police service, cooperation with citizens in carrying out
law enforcement activity, and responsiveness to the community’s legitimate
concerns about police behavior.” Other early leaders and members included former
executive director Pat Hill; Renault Robinson, who served as president from
1968-1972 and as executive director from 1970-1983; Harold Saffold, president
of from 1972 to ca. 1983; Kermit Coleman, AAPL general council from
1976-1979. Father George Clements, pastor of Holy Angels Church on Chicago's
South Side, served as a spiritual advisor for the group.
In 1970, the AAPL filed a lawsuit, Renault Robinson vs. Chicago Police Superintendent James B. Conlisk, charging the Chicago Police Department with discriminatory practices in the hiring, assigning, and promoting of African Americans, women, and Hispanics. The lawsuit also alleged harassment and discriminatory treatment toward police officers who were AAPL members. Lawsuits filed by the City of Chicago against Renault Robinson and Howard Saffold were cited as examples of the harassment of AAPL members.
In addition to the pursuing the lawsuit, the AAPL ran a complaint-and-referral service for citizen complaints of police misconduct. The AAPL also published a newsletter, The Grapevine, which was circulated to dues-paying members.
In 1970 the AAPL established the League to Improve the Community (LIC) as a non-profit, tax-exempt organization formed to spearhead initiatives in community work and crime prevention education. The LIC became the community education and action arm of the AAPL with its own board, officers, and staff. The LIC raised funds for the AAPL by holding annual benefit dinners and soliciting funds from foundations, such as Playboy and Wieboldt. Members of the LIC board consisted of Chicago-area church leaders, representatives from numerous South Side Chicago community organizations and tenant groups, lawyers, locally and nationally recognized media personalities, and local criminal justice reform activists. The AAPL transferred the responsibility for the operation of the AAPL's citizen complaint-and-referral service to the LIC. The LIC initiatives in community involvement included applying for government grants to fund community education programs, such as the Robert Taylor Homes (Chicago Housing Authority) Anti-Crime Project and the Work Incentive Program.
The AAPL was one of eleven founding members of the National Black Police Association (NBPA), which was formed in Chicago as a non-profit corporation in November 1972. The Association's mission was to improve the relationship between police departments and the African American community, establish a free and rapid flow of information through a national communications network, and act as a mechanism to recruit minority police officers on a national scale. As of 2008, both the AAPL and NBPA continue to be active organizations.
Renault Robinson served as president of the Afro-American Police League (AAPL), 1968-1972; AAPL executive director, 1970-1983; secretary-treasurer of the League to Improve the Community (LIC), 1970-1983; and information officer of the National Black Police Association (NBPA) from 1972 to ca. 1983.
He was born Sept 8, 1942, the eldest son of eight children of Robert and Mabel Robinson. The family resided in Chicago's Woodlawn community and attended a local Catholic church. Renault Robinson graduated in 1956 from Corpus Christi Grammar School. He attended Corpus Christi High School for two years and finished his education at Hyde Park High School. After graduating from high school in 1960, Renault worked in his father's printing shop as well as for other printing companies. In mid-1963, Robinson took the Chicago Civil Service Commission written police exam, and joined the Chicago Police Department the next year.
In addition to his AAPL activities, Robinson became involved in Chicago politics. In 1976, the AAPL and Robinson supported Ralph H. Metcalfe's successful reelection campaign in the race for the United States Congress. Robinson supported Jane Byrne's mayoral campaign in 1979, as well as Harold Washington's mayoral campaign of 1983. In 1979, Chicago Mayor Jane Byrne appointed Robinson to be a commissioner on the board of the Chicago Housing Authority (CHA), and Robinson became identified with reform within the CHA. Mayor Harold Washington elevated Robinson to CHA Board Chairman in 1983, a position he held until 1987.
Summary description of the collection:
Annual
reports, court files, fundraising items, historical information, minutes,
reports, correspondence, clippings, topical files, newsletters, police
brutality report files, and publications and flyers relative to the ongoing
work of the Afro-American Police League (AAPL) and its education and action
arm, the League to Improve the Community (LIC). The collection also contains
items on numerous law enforcement and civil rights organizations across the
country; materials on the suspension of AAPL executive director Renault
Robinson from the Chicago Police Department and related lawsuits; and materials
pertaining to the National Black Police Association (NBPA).
The
collection also contains Renault Robinson's working files about his service as
a commissioner and board chairman of the Chicago Housing Authority (1979-1987);
and Robinson's working files about his involvement in political campaigns,
including those of Ralph Metcalf, Mayor Jane Byrne, and Mayor Harold
Washington.

Ephemeral
material, such as AAPL and NBPA decals, buttons, and matches, were transferred
to the Decorative and Industrial Arts storage of Chicago History Museum. AAPL
fliers and posters and a few photographs were transferred to Prints &
Photographs, although there are still some photographs in the collection in Box
242. Some publications were transferred to the library for separate cataloging.

Detailed description of archival series in
the collection:
Series 1. AAPL operating files, 1961-1988
(box 1-84)
Series
1 consists of correspondence, court files, membership files, news clippings,
arrangements for speaking engagements, speeches, and topical files of the AAPL.
This series documents the variety of the AAPL's activities, including
opposition to discrimination in hiring and promotion within the Chicago Police
Department and legal action against the suspension of AAPL executive director
Renault Robinson from the Chicago Police Department. This series also contains
materials relating to the AAPL's interaction with various national
organizations representing African-American police, civil rights groups, and
civil liberties organizations. This series is arranged alphabetically by form
of material.
Correspondence
(boxes 1-13) is arranged alphabetically by topic. It contains information
regarding the AAPL's litigation against the City of Chicago, requests for information
about the AAPL, and membership mailings. Correspondence regarding litigation is
generally between Renault Robinson and his attorneys and the Law Enforcement Assistance
Administration (LEAA).
The
AAPL's court files (boxes 14-28) are arranged alphabetically by plaintiff. The
major portion of the court files concern the cases Renault Robinson vs. James
B. Conlisk, and United States vs. City of Chicago.
These papers chronicle both the AAPL's and the federal government's lawsuits
against the Chicago Police Department regarding discrimination in hiring and
promotion.
The
court files regarding the City of Chicago vs. Renault Robinson and the City of
Chicago vs. Howard Saffold document the City of Chicago's efforts to discharge
Robinson and Saffold from the police force. Saffold's
court files contain exhibits, notes, officer statements, and transcripts.
The AAPL
membership files (boxes 29-30 and 32-36) are closed to researchers due to
personal privacy concerns. Box 243 contains access copies of this material.
The
news clippings (boxes 37-49) are arranged alphabetically by topic. Subjects
include the AAPL, African-American issues, civil rights, and law enforcement.
A wide
variety of printed programs and correspondence concerning speaking engagements
by either Renault Robinson or Howard Saffold are arranged chronologically by
engagement (boxes 50-52). These files contain the event such as viewer
responses to Robinson's appearance on the Phil Donohue Show in April 1971.
In
original alphabetical order by title, the AAPL topical files (boxes 53-84)
broadly document the AAPL's interests and administrative activities. Included
in the topical files are AAPL annual reports, articles of incorporation,
bylaws, histories, minutes, news releases, and newsletters. The files also contain
fliers, brochures, and routine mailings from civil rights, police organizations
and community organizations on local and national levels. Other topics
documented include the Chicago Police Department, criminology, and law
enforcement. An audio recording of Howard Saffold speaking on police
mismanagement is filed under his name.
Series 2. LIC operating files, 1963-1984
(box 85-176)
Series
2 contains files on fundraising, personnel, community programs, and various
topics pertaining to the League to Improve the Community (LIC). This series is
arranged alphabetically by topic.
LIC
fundraising materials (boxes 85-93) are divided into benefit files and
foundations files. The benefit files include the LIC's annual awards dinners
from 1970-1983. These files, arranged chronologically, contain routine
correspondence such as letters of invitation, regrets, and thanks. Also
included are guest lists, press releases, and programs. Foundation files
contain correspondence between the LIC and potential donors, such as letters of
solicitation and thanks.
The largest
group of files relate to the LIC's community programs, such as work incentive
programs in minority communities, community education and referral service, and
Robert Taylor Homes crime prevention projects (boxes 95-165).
Contained
within the community programs are the police brutality files (boxes 102-160),
which were created by the community education and referral service from
1971-1977.
Kept in
their original alphabetical order by title, the LIC topical files (boxes 166-176)
broadly document the LIC's interests and its administrative activities.
Administrative records include LIC annual reports, articles of incorporation,
bylaws, histories, and minutes. The files also include fliers, brochures, and
routine correspondence from community and civil rights organizations on the
local and national level.
Series 3. NBPA operating files, 1966-1984
(box 177-202)
Series
3 contains information about administration, annual conferences,
correspondence, court cases, topical files, and reports of the National Black
Police Association (NBPA). This series is arranged alphabetically by topic.
This series contains a small amount of NBPA administrative files (boxes
177-178) including annual reports, bylaws, chapter rosters, grants, histories,
lists of presidents, officers, board members, membership directories,
membership lists, minutes, newsletters, and news releases.
The most
complete set of records in this series is an unbroken run of conference files
(boxes 179-182), which are arranged chronologically from 1973 to 1982. These
files contain printed material, such as annual conference programs, and small
amounts of routine correspondence pertaining to the coordination of the
conferences.
General
correspondence is arranged chronologically and divided into correspondence
received and sent from 1968 to 1972 (boxes 183-190). The correspondence
includes letters between NBPA board members, general mailings to members, and
requests for information. The majority of the
correspondence was either sent to or received by Renault Robinson or Howard
Saffold.
Specific
files include the regional topical files (boxes 194-200), which are arranged
alphabetically and contain newsletters, bulletins announcing NBPA regional
events, and routine correspondence from black police organizations across the
country.
Reports
written or collected by the NBPA are arranged alphabetically by title (boxes 201-202).
They address national law enforcement subjects such as employment practices,
corruption, and urban police.
Series 4. Renault Robinson's working files,
1970-1985 (box 203-233)
Series
4 is divided into two subseries documenting Renault Robinson's activities
outside of the AAPL, which consist of Robinson's appointment as the Chicago
Housing Authority board commissioner (1979-1983) and board chairman
(1983-1987), and his participation in the 1983 mayoral campaign for Harold
Washington.
Subseries 1. Chicago Housing Authority
(CHA), 1970-1985
Subseries
1 contains materials such as correspondence, minutes, news clippings, and
reports that document Robinson's term as Board Commissioner of the CHA (boxes
203-230). The materials document to a lesser extent Robinson's management of
CHA as Board Chairman.
CHA
correspondence (boxes 203-211) is arranged alphabetically by subject. Most of
the correspondence is routine interagency memoranda sent to all
of the commissioners. Topics include notices and agendas of meetings,
New Housing Programs Acquisition and Rehabilitation (1980-1981), modernization
program (1978-1980), and Robinson's campaign for elevator maintenance in public
housing projects, such as Cabrini-Green and the Robert Taylor Homes.
The
most complete set of records in this series are minute summaries and
transcripts of the CHA commissioners' meetings collected by Robinson (boxes
212-219). Robinson also collected the minutes, summaries of minutes and
transcripts from the meetings of other committees, including the modernization
and development committee, managers meetings, staff meetings, and the tenant
services committee. Topics discussed at these meetings include Robinson's
campaign for elevator maintenance in the public housing projects.
The
news clippings (boxes 220-223) are arranged in their original alphabetical
order by topic. Topics include board chairman Charles Swibel's
policies, elevator maintenance, Renault Robinson's term as commissioner and
board chairman of CHA, and specific public housing projects such as
Cabrini-Green, Ida B. Wells Homes, and the Robert Taylor Homes.
CHA
reports (boxes 224-230) are arranged alphabetically by topic. They include
bylaws (1982), financial records (1979-1980), operating budgets (1977-1978,
1984), maintenance reports (1976-1978), and a Department of Housing and Urban
Development's (HUD) 1982 resolution declaring Charles Swibel
unable to discharge the duties of the office of CHA Chairman. Fliers from the
Robert Taylor Homes (1979-1983) and public housing newsletters (1977,
1979-1983) richly document the experiences of tenants in Chicago's housing
projects.
Subseries 2. Harold Washington campaign,
1976-1983
Subseries
2 contains printed material, ballots and results of opinion polls, statements,
and the operating budget from Washington's 1983 Chicago mayoral campaign (boxes
231-233). The Committee to Elect Harold Washington produced this material.
Renault Robinson's participation in the Committee to Elect Harold Washington is
documented in correspondence between himself and other committee members.
