Historical/biographical
note:
On April
1, 1970, the newly created Alliance to End Repression opened an office with two
staff members and the support of close to seventy participating organizations.
Approximately fifty of these organizations became Alliance to End Repression
affiliates. The organizations participating in the creation of the Alliance to
End Repression (hereafter referred to as "the Alliance") ranged from
the Amalgamated Meat Cutters union to the Black P. Stone Nation. These
supporting organizations included churches and synagogues, trade unions, human
relations and community groups "working together to change government
practices that threaten civil liberties." In ideology and programs, the
Alliance was a microcosm of the social activism of the 1970s: politically liberal
or leftist and broadly participatory, opportunistic in choosing issues to
investigate, and decentralized as it created and spun-off new organizations
focused on particular issues. Affiliate organizations participated only in the
initiatives that they wished to support.
Establishment
of the Alliance was aided by a loan from the Chicago Committee to Defend the
Bill of Rights (CCDBR). Another major contributor to the Alliance was the
Northern Illinois Conference of the United Methodist Church. Over the years,
the Alliance also received financial support from affiliate fees, religious
organizations, individual contributions, fundraising benefits, and federal,
foundation and church grants. Former Catholic Priest John Hill and Betty Plank
were in charge of the Alliance office.
A
council composed of delegates from the affiliate organizations directed the
Alliance. It met on the second Tuesday of each month. The council's officers
were elected by the council. The Alliance also had a steering committee
composed of council officers, staff, task force chairs, and members-at-large
elected by council.
The
Alliance to End Repression attempted to create an inclusive mass movement. Task
forces (sometimes called committees) were formed to carry out the major work of
the Alliance. There was also a "freelance" task force: the National
Priorities Task Force. The members of these task forces were representatives of
affiliated and cooperating organizations. The wide range of issues included the
Chicago 15, defense of Angela Davis, repeal of Emergency Detention Laws,
defense of the right to bail, and opposition to police repression.
Four of
the early task forces became viable independent organizations and significant
community forces: the Bail Task Force became the Cook County Special Bail
Project; the Prisons Task Force became the Illinois Prisons and Jails Project;
the Police-Community Problems Task Force became the "Citizens Alert";
and the Gay Rights Task Force became the Illinois Gay Rights Task Force. Each
of these groups eventually possessed full-time coordinators, and, as of 1996,
all four continued to exist as separate organizations.
The
Bail Task Force succeeded in increasing the number of recognizance bonds in
Holiday Court, and the organization grew quickly. At the time of the creation
of the Cook County Special Bail Project (CCSBP), there were two hundred
volunteers working on bail projects. In 1975, CCSBP possessed a paid staff of
five.
The
Illinois Prisons and Jails Project (IPPJ) was created in fall 1972 out of the
Alliance's Prisons Task Force. It had a five point program: the Citizens
Visitation Committee, investigation of prison deaths, a detainee lawsuit,
research into probation-subsidy legislation, and the clergy observation team.
In the
summer of 1972, the Citizens Alert was created as an adjunct of the Alliance,
with one full-time staff member to deal with "police problems"
including hiring practices, community relations, and police accountability. By
1978 the Citizens Alert no longer had a paid staff but continued as a small
organization.
A
central concern of the Alliance throughout its existence was the police and
criminal court system. Four related issues were prominent in the early life of
the Alliance: political influence on the Cook County Coroner's office, bias by
the Chicago Police Board, discriminatory patterns in the granting of bail, and
the Chicago Police Red Squad's surveillance of social and political activists.
The
Alliance's Task Force on the Special Prosecutor opposed Edward V. Hanrahan
after the deaths of Black Panthers Fred Hampton and Mark Clark in a police
raid. The Alliance charged that fatal force by the police was often overlooked
by the politically appointed Cook County Coroner. Ultimately, the Alliance
campaigned to initiate and pass a referendum on the November 1972 ballot that
created a publicly-elected Cook County Medical Examiner to supersede the
position of Cook County Coroner.
Another
early success was the campaign to make the appointment of members of the
Chicago Police Board more democratic. Alliance efforts helped change meetings
of the Chicago Police Board from a small, sparsely attended conference into a
monthly public forum.
From
the beginning, founders of the Alliance had considered the possibility of suing
the Chicago Police Department to stop political surveillance. By April 1972
such a lawsuit was under active discussion. On November 13, 1974, the lawsuit,
"Alliance to End Repression et al. versus James M. Rochford, et al.,"
No. C 3268, was filed in U.S. District Court. The discovery process in the case
included both the files at the Chicago Police and the FBI's Chicago field
office.
Evidence
of extensive surveillance of political groups by the Chicago Police Department
had been found during an investigation by the Afro-American Police League
(AAPL) of possibly discriminatory pay practices by the Chicago Police
Department. After noticing a mysterious pay code of 099 in the police
department's Intelligence Division, the AAPL's lawyers suspected that a number
of community and civil rights activists were actually police officers or paid
informants.
The
Illinois Justice Foundation was created in October 1975 to perform certain tax
exempt functions. One of its main goals was to fund the lawsuit. In November
1975, the Alliance's Committee to Support the Red Squad Lawsuit was formed. It
was soon renamed the Political Surveillance Committee. The committee had two
goals: to publicize the lawsuit and to raise funds. Many other organizations
supported the lawsuit. Most were in some way related to the Alliance. Citizens
Alert, Illinois Justice Foundation, and the Chicago Police Surveillance
Litigation and Education Project were among those groups.
Also,
the Chicago office of the American Civil Liberties Union (ACLU) filed its own
lawsuit against the Red Squad. These efforts eventually led to a grand jury
investigation. The two lawsuits (by the ACLU and by the Alliance) were combined
into one trial case.
In 1975,
a newspaper column by Mike Royko on January 31 garnered publicity for the lawsuit.
In April 1975, Richard Gutman, a lawyer, joined the Citizens Alert project and
became involved in the lawsuit. Val Klink, involved with the Alliance since its
conception, also became a volunteer attorney for the litigation.
In 1976,
two major rulings favored the Alliance's efforts. One was an injunction against
further police surveillance outside of specific criminal investigations
(challenged all the way to the U.S. Supreme Court), and the other imposed
sanctions against the defendants for destruction of documents.
Throughout
the existence of the Alliance, funding from affiliate organizations and from
grants was uncertain, and the Alliance was often without money. John Hill and
Betty Plank often worked for months without being paid. Nevertheless, the
Alliance's interests grew very diverse, sometimes with committees changing
names and tasks.
For
example, the Alliance created the Media Committee in fall 1973, and over the
years, it dealt primarily with issues regarding cable television. In late 1975
and early 1976, the Alliance began to develop programs in the areas of juvenile
justice and immigration. When the death penalty was reinstated in Illinois, the
Alliance helped resurrect the Illinois Coalition Against the Death Penalty. In
December 1976, an Iranian student came to speak to the Alliance's council about
alleged harassment of Iranian students by SAVAK, the Iranian Secret Police. The
Alliance became deeply concerned about this issue.
Because
of the intense activity of the Alliance and the controversial nature of many of
the issues it embraced, the Alliance received local and national attention from
the news and entertainment media. For example, Joan Baez's album "From
Every Stage” included an encouragement to join the Alliance printed on the back.
Fame
also helped bring the Alliance to the attention of federal authorities. The
Alliance was investigated by the Senate Internal Security Committee (SISS).
Police infiltrators of the Alliance characterized the organization as a
communist front group that was paralyzing the work of the Red Squad.
The
Alliance was weakened by the retirements of John Hill and Betty Plank, and in
1976, the retirement of Richard Criley, an original force behind the Alliance.
At that time, the Alliance went through a series of leaders. Mary Alice Rankin
became associate coordinator of the Alliance in January 1976. Susan Rosenblum
became executive coordinator in March 1976. She stayed only until October 18th.
Rosenblum succeeded Hill, who had led the Alliance from its creation.
In 1977,
Sister Gabriel Herbers became the new executive coordinator. She served until
June 1978. Midge Wilson and Elli Elliot became the Alliance staff in September
1978. In 1979, Elliot resigned, and thenceforth, administration of the Alliance
ran completely on a volunteer basis due to financial constraints. After
Elliot's resignation, Rachel Rosen DeGolia, head of the CCDBR's office,
supervised Alliance operations.
In 1981,
the Alliance's lawsuit resulted in a court order that barred police surveillance
outside of specific criminal investigations. By this time, the Alliance was
searching for a tenant to share its office space in order to cut expenses. The
organization was winding down. The Alliance's newsletter, Progress Reports, continued into 1983, when the Alliance was
renting space in the Old Colony Building with the CCDBR. The Alliance's last
records date from 1986.
The
Alliance had succeeded in its central project: elimination of political
surveillance by the Chicago police. It had also spawned other social activist
organizations and advanced many other social goals.

Correspondence,
memos, announcements, meeting minutes, topical files, and constituent
organization files of the Chicago-based Alliance to End Repression, a
fifty-member consortium of churches, labor unions, human relations and
community groups, concerned with issues such as opposition to the death penalty,
protection of prisoners' rights, gay rights, constitutional rights, and
opposition to police surveillance for political purposes. Includes files on the
Alliance's lawsuit, 1974-1981, against the Chicago Police Department's Red
Squad, in which the Alliance sought to halt surveillance of persons engaging in
leftist political activities rather than crimes. Collection includes many
mailings and other materials from similar organizations in Chicago and across
the nation.

As a
result of the Red Squad lawsuit, a collection known as the "Chicago Police
Department Red Squad and related records" was deposited at Chicago History
Museum according to a court order issued by Judge Susan Getzendanner in the
U.S. District Court for the Northern District of Illinois. The court order
imposes restrictions on access and use of the Red Squad files.
