1. Brief history:

The Illinois Council to Repeal the Draft (ICRD) was an affiliate of National Council to Repeal the Draft. It was organized on Feb. 16, 1971, in the American Civil Liberties Union Conference, Room 6, South Clark St., Chicago (Ill.), at call of Kale Williams, executive secretary, American Friends Service Committee, Illinois and Wisconsin; David W. McCreath, director, Commission on Community Resources, Church Federation of Greater Chicago; and Jay A. Miller, executive director, American Civil Liberties Union, Illinois Division. The meeting was called for “organizing an Illinois campaign to repeal the draft as part of the national effort” (memorandum of Feb. 5, 1971.)

 

Officers elected on March 18, 1971, were Richard Weston, coordinator-president; Jay A. Miller, steering committee member; Kale Williams, steering committee member; and Harold Flowers, treasurer/secretary.

 

ICRD, like NCRD, was phased out in July and August 1973 after the expiration of the military induction authority on July 1, 1973, and the likelihood that legislation and budget adjustments would change future military recruitment.

 

2. Description of the collection:

This collection is composed of the office files of Richard Weston, coordinator/president of the ICRD. It includes Weston’s files on the draft, 1962-1971, from his work as executive secretary of the Illinois-Wisconsin Friends Committee on Legislation, one of the groups instrumental in the formation of ICRD in February, 1971.

 

The papers consist chiefly of form letters, notices, and clippings of “letters to the editor” in various newspapers from ICRD personnel, tearsheets from the Congressional record and other publications, leaflets and fliers opposing the draft, and correspondence on the operation of the ICRD, such as, solicitations of support, thanks for contributions, setting up meetings for or with other groups opposed to the military draft, replies to requests from individuals for information on the subject, and letters to Congressmen and editors urging them to oppose the draft or thanking them for their support in this regard. Newsletters, publications and some correspondence with the National Council to Repeal the Draft are in the collection as well as published and mimeographed materials produced by the American Friends Service Committee.

 

The material is arranged chronologically preceded by one folder of items pertinent to the formation of the Illinois Council to Repeal the Draft in February 1971 and a mailing list during the same period; and two folders of samples of draft repeal literature, some of which is also included in the chronological folders.
