Biographical/historical
note:
The Leadership Council for Metropolitan Open
Communities (LCMOC), one of the first open-housing organizations in the U.S.,
was founded on December 6, 1966, in response to events of that year. During
1966, Rev. Dr. Martin Luther King, Jr., of the Southern Christian Leadership
Conference (SCLC) and others involved in the Chicago Freedom Movement had initiated
a series of marches and demonstrations in and around Chicago. At a rally held
in Soldier Field, Dr. King said, "For our primary target we have chosen
housing. As of July 10 [1966] we shall cease to be accomplices to a housing
system of discrimination, segregation and degradation. We shall begin to act as
if Chicago were an open city." The housing marches were met with violence
and widespread hostility and received nationwide attention.
That summer, the Chicago Conference on Religion
and Race decided to convene a "summit meeting" of individuals
representing government (federal, state, and local), religion, labor, civil
rights, business, and other sectors of the community to respond to the crisis. The
resulting "summit agreement" sought to find means to establish
equality of housing opportunity in the Chicago metropolitan area through
education and action.
The LCMOC, a not-for-profit group, came into
existence with sponsorship by major leadership organizations in the Chicago
metropolitan area represented at the original summit meetings. The original
officers of LCMOC included: James W. Cook, president; James W. Montgomery, vice
president; Al Raby, vice president; David Kennedy, Treasurer; Paul M. Lund,
Secretary; and Edward L. Holmgren, Executive Director. Kale Williams became
Executive Director and F. Willis Caruso became General Counsel in 1972?.
The first programs of the LCMOC followed the
traditional tenets of the fair housing movement: a special housing service
financed by a grant from the U.S. Department of Housing and Urban Development
(HUD) would match African American homeseekers with available properties. To
develop listings of available housing, the service would use newspaper
advertising, work with fair housing contacts in the metropolitan area, ask real
estate boards, brokers, and management agents to provide listings on a regular
basis, monitor housing units covered by local fair housing ordinances, and
undertake promotional campaigns aimed at owners and landlords whose property
was not covered by such fair housing ordinances.
From June 4-12, 1967, the LCMOC implemented
Project Good Neighbor to stimulate discussion and action in neighborhoods
throughout the Chicago metropolitan area. The project used television,
newspapers, and grass-roots discussion groups to show the need for equal
opportunities in housing. The program stressed that integrated housing could be
achieved without plummeting real estate values, without violence, without
downgrading the appearance of the neighborhood, and without the neighborhood
becoming re-segregated.
Special efforts were made to work with brokers
and management agents whose clientele was mainly African American. African American
brokers were enlisted to work with suburban employers to focus on those people
interested in living near their work. In addition, the service was to maintain
complete and current information on all available non-discriminatory housing in
the Chicago area. The LCMOC provided a biweekly listing of selected housing
units to cooperating brokers, agents, groups, and individuals.
LCMOC's initial programs failed to solve the
problem of housing discrimination in the Chicago metropolitan area. The real
estate industry, despite its pledge of good faith in mid-1966, appeared to be
making no major effort to help minority homeseekers. The LCMOC seemed powerless
to change historic constraints within the real estate industry. Initial
optimism about active cooperation from real estate firms diminished. Few
listings were made available to the LCMOC by real estate firms, and
discriminatory practices continued overtly and covertly. By the end of 1968,
LCMOC was ready to change strategy for a broad attack on the system that had
created segregation in housing.
Two events in 1968 provided the tools for a major
shift in the LCMOC's strategy. Those events were the passage of the 1968 Civil
Rights Act, and the U.S. Supreme Court ruling in the case of Jones v. Mayer, which affirmed the ability
of the 1866 Civil Rights Act to outlaw racial discrimination in all housing.
The first lawsuit brought by LCMOC in an
individual case of discrimination occurred in April 1970, when the LCMOC learned
about the housing discrimination experienced by an African American couple in
their search for a home in Westchester, a western suburb of Chicago. Three days
after the case went to trial, the judge suggested to the counsel for the defendants
that the case should be settled due to the discrimination on the part of the
brokers. The case was settled, and a consent decree was entered. The LCMOC's clients
were able to purchase a home. The victory encouraged the LCMOC's new strategy
of legal action, and over the coming years, LCMOC brought many more such cases
to the courts.
In 1970, the LCMOC created the Legal Action
Program to stop discrimination by real estate firms. The Legal Action Program
worked with the Dearborn Real Estate Board, a group of African American and other
brokers, to file suit when an African American broker was refused admission to
an appropriate home listing service. The Legal Action Program obtained the
first federal injunction used to stop this practice. The judgment awarded
damages of $12,000 to a white salesman who was fired by his employer, a
national homebuilder, after selling a new south suburban home to an African American
family. This landmark case affirmed the right of a home salesman in a suburban
subdivision to give equal service to minority customers.
Moderate-income minority families in the Chicago
area faced a shortage of reasonably-priced housing available near their work
places. The LCMOC attacked the problem in two ways. In 1968 it established the Chicago
Metropolitan Housing Development Corporation (MHDC), a separate not-for-profit
firm, to plan and construct housing for moderate-income families. The MHDC
struggled for several years with restrictive suburban zoning codes, high cost
of land, and slow acceptance of subsidized housing programs in some
communities. By 1972 the MHDC achieved financial stability and status as an
independent developer, with its own offices and staff, and with an operation
that is totally self-funded through development fees.
In 1972, the LCMOC, MHDC, and the Northeastern
Illinois Planning Commission (NIPC) organized the Metropolitan Housing
Coalition, renamed the Regional Housing Coalition (RHC) in 1973, to work with
suburban officials to achieve a planned, balanced dispersal of subsidized
housing throughout the Chicago region. The goal of the Regional Housing
Coalition has been to solve housing needs by local initiative rather than by
government or court imposed mandates.
Also in the eventful year 1966, a tenant in a
Chicago Housing Authority building began a class-action lawsuit protesting
conditions in Chicago public housing. Dorothy Gautreaux (1927-1968), the lead
plaintiff, was represented by lawyer Alexander Polikoff of Business and
Professional People for the Public Interest (BPI). Although Mrs. Gautreaux died
in 1968, the final decision in Gautreaux
v. Chicago Housing Authority (CHA) in 1969 established that there had
been discrimination in the location of and tenant assignment to CHA housing projects.
In 1976, the U.S. Supreme Court ruled that HUD could be required to use its
programs throughout the housing market to remedy past discrimination by both
CHA and HUD.
The plaintiffs agreed to experiment with
voluntary approaches as an alternative to a court-imposed program. HUD
contracted with the LCMOC to conduct a demonstration program, named the Gautreaux
Demonstration Program or Housing Assistance Payment Program, using Section 8
Housing Assistance Payments in privately owned housing, primarily in the
suburbs. Nine suburban mayors signed a statement to all suburban mayors and
village presidents urging their understanding and support for this program,
which was unique and primarily voluntary.
The Gautreaux Demonstration Program provided rent
subsidy payments for low and moderate income families, thus providing them with
a wider choice of housing throughout the city and suburbs. In 1991 the program
helped 297 former CHA residents move into private subsidized housing scattered throughout
the six-county metropolitan area, bring total placements to 4,393. The program
served as a guide for national housing policy. In 1991 the U.S. Congress passed
legislation to replicate the LCMOC's program in five metropolitan areas.
Summary description of the collection:
Correspondence, financial statements, fundraising
items, annual reports, audio recordings, by-laws, historical information,
memoranda, minutes, reports, newspaper clippings, newsletters, legal documents,
and fliers of the Leadership Council for Metropolitan Open Communities, LCMOC,
relative to its efforts to eliminate racial discrimination in housing in the
Chicago area. The collection also contains demographic data on communities in
Chicago and the metropolitan area. The records include files from the Gautreaux
Demonstration Program in which the LCMOC helped former Chicago Housing
Authority residents move into subsidized, private housing throughout the
metropolitan area. Also present are records relative to the civil rights
movement and the Chicago Freedom Movement (1966-1967) and the "summit
agreement" (1966). Materials pertaining to the Metropolitan Housing
Development Corporation and the Metropolitan Housing Coalition, renamed the
Regional Housing Coalition in 1973, also are included in the collection.

series:
Series
1. LCMOC operating files, 1954-1988
Detailed description of archival series in the collection:
Series 1 consists of annual reports, audio tapes,
by-laws, correspondence, financial statements, fundraising items, historical
information, memoranda, minutes, reports, newspaper clippings, newsletters, and
publications and fliers of the LCMOC relevant to its efforts to eliminate
racial discrimination in housing in the Chicago area. This series documents the
variety of the LCMOC activities, from the Legal Action Program and the Gautreaux
Housing Assistance Payment Program to the plan to construct housing for
moderate-income families. The series also demonstrates the LCMOC interaction
with other open housing and civil rights and liberties organizations on a
national level. Also present are records relative to the civil rights movement
in Chicago including the 1966 freedom movement (box 14), 1966-1967, and the
"summit agreement" (1966). Records between the years of 1981-1985 are
either sparse or missing. The series is arranged alphabetically by the
materials it contains.
The board of directors files (box 6-11) contain
agenda (1969-1986), correspondence (1969-1986), fundraising material (1974-1986),
membership lists (1967-1987), memoranda (1970-1986), minutes (1967-1986), manuals
(1973), policy statements, and reports (1966-1975) created by the LCMOC board
of directors. The files document LCMOC efforts to promote equality of housing
opportunity in the Chicago metropolitan area. Topics addressed include
affirmative action for racial diversity in housing and planning, Home
Investment Fund merger in 1976, and organizing events such as the LCMOC annual
lunch. The records also demonstrate the interaction between LCMOC
administrative bodies such as Executive Committee, Nominating Committee,
Program Review Committee, 20th Anniversary Committee, and the Finance Chairman.
Financial statements and cash books (box 43-45),
1966-1986, document the revenue and expenses of the LCMOC and affiliated
housing organizations including the Home Investment Fund (HIF), Chicago Metropolitan
Housing Development Corporation (MHDC), Metropolitan Housing Coalition, and
Regional Housing Coalition (RHC). The Legal Action Program and Gautreaux
Housing Assistance Payment Program also are documented in these files. The
records also reveal income generated through foundations, fundraising, and
grants. The financial statements from 1981 to 1985 are not in the collection.
The LCMOC generated income through either
fundraising or foundations. The foundation files (box 45-47), 1968-1986,
contain correspondence, such as letters of solicitation and thanks, between the
LCMOC and potential donors. Files with some detail include the Chicago Black
United Fund, Chicago Tribune, Community Fund of Chicago, Danforth Foundation,
Dr. Scholl Foundation, Field Foundation, Ford Foundation, Joyce Foundation, Leo
Burnett, USA, Lilly Foundation, Mac Arthur Foundation, Playboy Foundation,
Sears and Roebuck Foundation, Wieboldt Foundation, and the Woods Charitable
Fund, the LCMOC's most charitable donors. The records are arranged
alphabetically by foundation. Fundraising files (box 47-49) contain routine
correspondence such as invitations to LCMOC sponsored events, letters of
refusal, and thank you letters. Also included are press releases and printed
programs from events. The files are arranged chronologically. Fundraising files
between 1981-1985 are not in the collection.
The Gautreaux Housing Assistance Payment Program
files (box 50-59), 1975-1987, contain background material, correspondence,
contracts, monitoring records, questionnaires, and reports related to the
LCMOC's program to help former Chicago Housing Authority (CHA) residents move
into private subsidized housing throughout the Chicago area. The records (box 58-59)
also contain correspondence, contracts, notes, and reports pertaining to the
placement of CHA residents in Woodland Creek, Illinois.
The Project Good Neighbor files (box 95-97)
contain correspondence, printed material, and reports concerning the LCMOC's
use of television, newspapers, and grass roots discussion groups to show the
need for equal opportunities in housing. The correspondence found in these
files contains both positive and negative sentiments from the people answering
the survey. The records also contain a summary of the accomplishments and
failures of the project.
The Regional Housing Coalition (RHC) files
contain correspondence and reports pertaining to the LCMOC'S interaction with
the RHC. The files document (box 115-143) the RHC's interaction with suburban
and county officials to achieve a planned and balanced dispersal of subsidized
housing throughout the Chicago area. The records also contain a sparse amount
of administrative files such as budgets, minutes, speeches, and a brief history
(1973). The files are arranged alphabetically by the name of the suburb.
Three open-reel audio recordings discuss legal
avenues to fight discrimination in housing at the Conference on Private
Attorney and Fair Housing Law. Attended by sixty lawyers, the conference was sponsored
by the U.S. Department of Housing and Urban Development (HUD), LCMOC, and the
University of Illinois Law School, and held at the
University of Illinois at Urbana-Champaign on September 10, 1971.
