Biographical Sketch of Kenesaw Mountain Landis

Kenesaw Mountain Landis served as a federal judge and as the first Commissioner of Major League Baseball.He was born in Millville, Ohio, November 20, 1866 and was named (with a slight spelling variation) after Kennesaw Mountain near Atlanta, Georgia. His father, Abraham Landis, was a veteran of the Union Army who lost a leg at the Battle of Kennesaw Mountain, Georgia.
Landis attended school in Logansport, Indiana, received his law degree from Union College of Law in Chicago in 1891, and was admitted to the bar in 1891. He married Winifred Reed on July 15, 1895, with whom he had three children: Reed Gresham Landis; Susanne (Mrs. Richard W. Phillips); and Winifred.
Landis served as secretary to Secretary of State Walter Q.
Gresham from 1893 to 1895. He went on to practice law in Chicago, Illinois,
from 1895 to 1905, specializing in corporate law with clients that included the
Grand Truck railway and the Calumet Electric. In 1905, he was appointed United
States District Judge for the Northern District of Illinois, where he served
until 1922. One of Judge Landis’ most
well-known decisions was in 1907, when he
fined Standard Oil of Indiana more than $29 million for violating
federal laws prohibiting rebates on railroad freight tariffs. He also presided
over several trials of draft resisters during and after World War I, including
Representative Victor L. Berger and four other leaders of the
Socialist Party.
In 1921 he was appointed as an arbiter of disputes in the Chicago building trades. Among other rulings in his report, he cut wages, removed restrictions on machinery, and established a standardized overtime rate.
Also in 1921, the major league baseball team owners appointed Judge Landis as the first Commissioner. After the “Black Sox” scandal, in which eight Chicago White Sox players were accused of accepting bribes from gamblers to lose the 1919 World Series with the Cincinnati Reds, the commissioner was expected to restore public trust in the integrity of the league. After taking office as Commissioner, Landis barred the eight Chicago White Sox players from baseball for life.
Landis also fined New York Yankees Babe Ruth, Bob Meusel, and Bill Piercey and suspended them for the first month of the 1922 season for violating his rule against barnstorming. After his judgeship and the baseball commissionership concurrently for a short period, he resigned from the federal bench in 1922. He went on to serve 24 years as Commissioner of Baseball.
Judge Landis died on Nov. 25, 1944.
